The Department of Conservation and Natural Resources (DCNR) is seeking input from Pennsylvania residents to shape the state’s next outdoor recreation plan. Secretary Cindy Adams Dunn has urged Pennsylvanians to participate in a brief online survey aimed at gathering insights into their outdoor interests and activities. This input will play a crucial role in the development of the Statewide Comprehensive Outdoor Recreation Plan for 2025-2029, which will inform future investments, policies, and facilities related to outdoor recreation.
“Different interests and trends may have emerged since the current Pennsylvania Outdoor Recreation Plan was established five years ago,” remarked Secretary Dunn. “Understanding the evolving preferences of Pennsylvanians regarding outdoor activities, such as whether walking remains the preferred activity or if there’s continued demand for trails and bike lanes, is fundamental to shaping the future of outdoor recreation in our state. We value the input of the public in this process.”
Public feedback serves as a cornerstone in setting the objectives of the plan. Alongside a previously conducted survey by Penn State and an ongoing survey of recreation providers, a general online survey is now accessible for Pennsylvania residents to express their opinions on outdoor recreation. The survey, available in both English and Spanish, guarantees complete confidentiality. The deadline for participation is May 22.
Following the analysis of feedback from all three surveys, a draft plan is scheduled for completion in early fall. It will be made available for review and commentary on the DCNR website, in addition to public feedback sessions yet to be scheduled. These sessions will offer an opportunity for the public, recreation providers, and interested stakeholders to contribute their perspectives before the final document is submitted to the National Park Service in early 2025.
DCNR Deputy Secretary Claire Jantz emphasized the importance of broad participation in the survey, particularly from new individuals and communities, to capitalize on the growing interest in outdoor recreation and nature-related activities.
Maintaining a regular update cycle of every five years ensures Pennsylvania’s eligibility for federal Land and Water Conservation funding. The previous statewide outdoor recreation plan (2020-2024) highlighted walking for pleasure or fitness as the most popular outdoor activity in Pennsylvania, with other favored activities including sightseeing, driving for pleasure, nature watching, swimming, picnicking, and bicycling. Respondents to past surveys expressed a desire for increased facilities such as bike lanes, dog parks, rental cabins, and wildlife viewing areas.
Research indicates that improved access to outdoor recreation facilities, especially opportunities for walking and biking close to home, enhances community livability, contributes to mental health and social well-being, and boosts tourism potential, thereby creating economic opportunities.
